Social insurance compliance is a core part of personnel administration in Egypt. Law No. 148 of 2019 has applied since 1 January 2020, while contribution limits and administrative guidance may be updated over time. Companies therefore need a controlled process, not a one-time registration exercise.

Why social insurance records need regular review

Employee data changes throughout the employment cycle. Hiring, salary changes, transfers and termination can all affect the information held by HR, payroll and the National Organization for Social Insurance. If those records are not aligned, the company may face employee complaints, incorrect contributions or audit findings.

Monthly compliance checklist

1. Match active employees across systems

Compare the HR employee list, payroll register and social insurance records. Investigate employees who appear in one record but not the others.

2. Review insured wage data

Confirm that the insured wage used for each employee follows the current legal framework and the limits announced by the competent authority. Thresholds should be checked whenever official updates are issued.

3. Control new hires and leavers

Use a documented onboarding and offboarding checklist. Assign responsibility for preparing forms, collecting supporting documents and following up until the transaction is completed.

4. Maintain complete supporting documents

Keep employment contracts, identification documents, hiring records, salary documentation and relevant insurance forms in the personnel file. Digital records should follow the same naming and approval rules as paper files.

5. Reconcile payroll and contributions

Before monthly submission, reconcile payroll inputs with insurance calculations and investigate unusual differences. Keep evidence of review and approval.

  • Employees working before their insurance process is completed.
  • Different salary data across HR, payroll and insurance records.
  • Leavers remaining active in company records.
  • Missing forms or unsigned documents.
  • No monthly reconciliation or management approval.
